Building a North-South Consensus on New Approaches to Safeguarding Development Financing from Corruption

Corruption is a systemic challenge for the international financing system, undermining development effectiveness and negatively affecting all countries. Too often, Global North and Global South perspectives and proposed solutions to enhancing transparency and accountability have been at odds. Additionally, gaps in capacity and technology capabilities are seen as a barrier to progress. However, in the 10 years since the last FFD Conference, we have successful examples from the North and South we can build on to mobilize and safeguard funds for development through international cooperation, for instance on asset recovery and on integrity in public spending. This panel brings together voices from governmental institutions and civil society organizations, and from diverse regions, to discuss how we can work together to scale, iterate and replicate solutions that work, and build a global approach to integrity in lending, public spending and asset return. We will address the role of governments, NGOs, the private sector and the responsibilities of both donors and local implementers. Furthermore, we will share lessons on how to scale and safeguard asset restitution to help advance the Sustainable Development Goals.

Strengthening the global financing framework through accountable public financial management

Raising funds for development is only part of the battle – ensuring these funds are spent transparently and with meaningful public participation is critical to ensuring development effectiveness and support for development finance. This side event, organized by the International Budget Partnership (IBP) and Open Contracting Partnership (OCP), will feature a discussion with civil society organizations from the Global South on how open data on budgets and public procurement can create opportunities for public participation in agenda setting and monitoring public spending. When development aid and lending are channeled through credible and accountable budget and procurement processes, it allows clear tracking of expenditures—especially in public procurement, often a government’s highest corruption risk.  Advancing reforms for more open budgets and open contracting will ensure the effectiveness of development aid and rebuild public trust.
