Annual Report 2022

Introduction

In 2022, our work reached more people than ever before. In Latin America alone, half of the continent is living in countries with access to open contracting data. 

Despite a challenging year – our first as a fully-independent US charity – we met all our key organizational targets and have been able to document major impact from our work worldwide.

We highlight in this report stories of reforms from Albania, Ecuador, Italy, Indonesia, the Kyrgyz Republic, the city of Buenos Aires, Argentina, and the states of Nuevo Leon, Mexico and Edo, Nigeria, as well as the many champions who have worked together to embed these reforms. These should give us hope as we seek solutions to the many interlocking challenges that we face worldwide — democratic decline, inflation, inequality, climate change and the illegal invasion of Ukraine. 

Standing with Ukraine has been a priority for us. We have helped found a coalition of over 40 leading Ukrainian and international organizations, RISE Ukraine, uniting to lay out an ambitious vision for a Ukrainian-led Reconstruction with Integrity, Sustainability and Efficiency. We are also directly working with Ukraine’s Ministry of Recovery to support end-to-end, fully transparent digital coordination and delivery of projects during the reconstruction.

The feedback of 360 reformers from nearly 80 countries who responded to our 2022 survey are shaping our 2023 priorities and will guide us as we develop our third strategy. We know it can take a lot of effort to procure, build, and institutionalize e-government procurement systems, so we will be increasing support to partners to deliver on this digital transformation. We are also stepping up to provide new resources on sustainable public procurement, better medicine purchasing, better digitization, and offer more advocacy support to local changemakers.

We are a small organization that explores bolder ways to transform public procurement to be open, fair, efficient, and sustainable everywhere. This is only possible thanks to the remarkable work of our team, our community of government and civil society reformers, and the support of funders. A big thank you to all of you as we look forward to 2023.

EECA & Ukraine

We focused on supporting our partners in Ukraine, and creating strong coalitions of CSOs to achieve positive results and demand transparent, accountable, and efficient public procurement.

Europe

Open contracting continues to spread in Europe. The continent is leading in the green transition and this year, open contracting showed that it can help.

Latin America

Read how our partners in the region improved the quality of government spending, advanced inclusion, and strengthened civic oversight.

USA

In our growing US portfolio, we support all levels of government with a focus on social safety nets, sustainability, and economic growth and development.

Infrastructure

In 2022, we prioritized sustainability as a core offering of our Open Contracting for Infrastructure program.

Implementing & developing the OCDS

We now have 59 OCDS publishers, 17 improved the usefulness of their publications, 26 public authorities are embracing e-procurement systems, and 3 new publishers of OC4IDS data.

Our organization
