Open Contracting Partnership condemns the unjust attempts of the Kyrgyz authorities to close Kloop, one of the most prominent investigative media outlets in Central Asia.
Independent media are a crucial part of the checks and balances system that allows democratic states to flourish. For many years, Kloop media has been systematically investigating cases of misuse of budget funds, encouraging stronger and better public governance in public procurement. They uncovered corruption and helped protect large amounts of public money; they’ve also built public interest tools to enable others to exercise similar stewardship.
As a result of their vital and important work, Kloop is now threatened with closure under a vexatious lawsuit that Kloop is registered as a non-profit rather than a media organisation, even though online outlets do not need a media license under Kyrgyz law. The lawsuit also makes a series of allegations that Kloop is involved in “hidden manipulation of public opinion” as well as causing “mental disorders”, “sexual anomalies” and “drug addiction” among readers.
This is a very ominous precedent for freedom of speech in Kyrgyzstan. Like The Committee to Protect Journalists and Human Rights Watch, we call upon the authorities to immediately withdraw the lawsuit against Kloop and to stop government bodies from pressuring the independent media in Kyrgyzstan.

Open Contracting Partnership осуждает несправедливые попытки властей Кыргызстана закрыть Kloop, одно из самых известных расследовательских Медиа в Центральной Азии.
Независимые медиа являются важнейшей частью системы сдержек и противовесов, которая позволяет демократическим государствам развиваться. На протяжении многих лет Kloop Media систематически расследует случаи нецелевого использования бюджетных средств, призывая к более эффективному государственному управлению в сфере госзакупок. Они раскрывали коррупцию и помогали защитищать большие суммы денег налогоплательщиков от разваровывания. Они также создали общественнодоступные инструменты, позволяющие другим осуществлять гражданский контроль.
В результате их жизненно важной работы Kloop теперь находится под угрозой закрытия из-за судебного иска о том, что Kloop зарегистрирован как некоммерческая, а не медиа-организация, хотя онлайн-изданиям не требуется лицензия на СМИ в соответствии с законодательством Кыргызской Республики. В иске также содержится ряд обвинений в том, что Kloop причастен к «скрытой манипуляции общественным мнением», а также вызывает «психические расстройства», «сексуальные аномалии» и «наркоманию» среди читателей.
Это очень зловещий прецедент для свободы слова в Кыргызстане. Как и Комитет по защите журналистов и Human Rights Watch, мы призываем власти немедленно отозвать иск против Kloop и прекратить давление государственных органов на независимые СМИ в Кыргызстане.
